Ryan is a resident of Henrico, Virginia. He graduated with a degree in political science from Virginia Poytechnic Institute and State University (Virginia Tech), and obtained his juris doctor from the Dickinson School of Law at Pennsylvania State University. While in law school, Ryan was a member of Phi Alpha Delta and was an active participant in the Juvenile Law Clinic.
